He's looked like that before. There needs to be pressure put on him continuously for him to be tested. Not necessarily a big hitter, just someone like a prime Holyfield constantly putting the pressure on and even taking a few in return. There just isn't the fighters around to exploit any of his or his brother's weaknesses. Haye might have power and accuracy, but he'd only really be pot shotting, and his chin would almost certainly not stand up in a long, tough fight.
I know Povetkin can throw a lot, but whether he has the skills to go along with it is another matter. To get a good heavyweight, you'd need to combine every fighers' best qualities into one heavyweight.

Wladimir vs. Chagaev (unification with the WBA belt)
Wladimir vs. Povetkin (mandatory challenger for either the IBF or WBO, don't remember which one)
Wladimir vs. Valuev (to clear up the WBA bull****)
Haye vs. Vitali (so we can eventually have every belt on the line)
Haye vs. Chambers/Dimitrenko winner (to clear out the next best contender)
Haye vs. Arreola (to get the other next best contender out of there)
All of this culminating in a mega showdown with Wladimir vs. David Haye for heavyweight supremacy.
