Dixon is hard to rate at either Bantamweight or Featherweight. He won the crown in each division, held on the the FW crown the longest, but primarily fought there weighing in as a BW. If you count all his achievements as FW Champion under the BW banner, I'd say he's the greatest BW of all time. If you leave them all as FW accomplishments, he's top 10 for sure, arguably top 5.
