Well how are we measuring power? If we stood there and let the fighter load up and land their hardest shot? Or are we talking the best shots we have seen them capable landing?
if its the Latter; then fighters like Tyson, Louis, Frazier and Rocky will take the scoops. They all were capable of throwing very hard shots from short distances that would land very hard. Lewis often wasn’t able to land his hardest punches and was forced to fight like how he did vs Holyfield.
if we are talking all time landing power, nothing else. I gotta say Shavers or Maybe Baer. Shavers had a long fast tremendously leveraged right hand. Unfortunately thats all he had at least compared to his peers.

yeah he has some one punch KOs, he was a big guy for his time and accurate. So anyone slipping could be KO'd by him. Not the top echelon of freakish punchers because if he hurt someone you could tell it was a big punch.
someone like foreman with the freakish power, he had heavy hands, didnt have to look like that big of a shot or even fully put his body into it but you could see the reaction of his opponents. Modern day beterbiev has the same freakish power.

rocky was basically a light heavyweight. not on the same level as the bigger men

but a handful of punches or just 1 good shot no george never had that tech to cause that type of damage many other hws had over him and now its people who can cause damage way faster then he could
